There's a specefic setting in more recent versions of Buffout's .toml file open it with notepad or another such editor and under compatibility changeF4EE = false to F4EE = true this fixed all those issues for me. I don't do ENBs and after reading comments, I tried disabling Looksmenu Compendium and it not only stopped, but the presets I downloaded look better. Also double check to make sure that vortex is installing these files to the correct folder and is not just dumping them into the fallout 4 folder, or into the Data folder.
